Ex-Officio Chairman

The Rt. Rev. Megan Traquair

The Rt. Rev. Megan M. Traquair was ordained and consecrated the eighth bishop of the Episcopal Diocese of Northern California on June 29, 2019 at the Mondavi Center in Davis, CA.

Bishop Megan is an active follower of Jesus Christ and was raised in Santa Barbara when it was a sleepy town, graduated from Pomona College in Claremont and received her MDiv at Seabury-Western Theological Seminary, IL. Ordained in 1992 in the Diocese of Los Angeles she has led congregations in Tucson, towns near South Bend and Indianapolis, and Los Angeles.

When she was Canon to the Ordinary in the Diocese of Arizona, she ran all aspects of clergy Transition (deployment). She coached clergy and congregations in Conflict Resolution and leads Strategic Planning. She has mentored locally-raised Hispanic clergy and supported the Hispanic Program Group in the diocese. She was a key developer of a non-profit management program for clergy: “Best Skills - Best Churches – What Seminary Didn’t Teach You.” By popular demand it recently expanded to include lay leaders and ecumenical leaders.

Serving churches both in rural and urban areas, Megan has an enduring interest in church growth and the active formation of disciples. She values preaching and good liturgy which speaks to the people and strengthens us for engaging with Jesus and serving the world.

Her interests include gardening, genealogy, hiking and history. Her husband Philip is a pediatrician at Phoenix Children’s Hospital. They have been partners and best friends as well as parents. They have two children: Hannah who teaches high school in Tucson, and Benjamin, who is an engineer in Colorado.

Ex-Officio Chancellor

Barbara Jewell

Barbara Duval Jewell has served as Chancellor since June, 2020, having previously served as Vice-Chancellor and Church Attorney.  She has practiced law in Danville, California, since November, 1982, with the Gagen McCoy law firm.  Her practice focuses on prevention and resolution of real estate disputes involving construction defects, purchase and sale of homes, construction contracts, leases, easements, trees and views, mechanic’s lien claims and homeowner’s association controversies.

She has lived in Benicia with her husband Jim since 1983.  They have raised four children and now are fortunate to have two grandchildren nearby.  She has been an active member of St. Paul’s, Benicia for over 37 years, serving on the vestry and as Senior Warden and as a Lay Eucharistic Minister.  She graduated from Loyola Law School, Los Angeles in 1981, and from the University of Texas at Austin in 1969.  Her hobbies include reading, gardening, cooking and genealogy.

Vice President

The Very Rev. Perry W. Polk

The Very Rev. Perry W. Polk was reared in Waco, Texas.

He graduated from Baylor University with BBA majoring in economics. After a 20-year Air Force career, he settled in Fairfield. He retired as a school district Information Technology Director after 18.5 years and consulted for another five years.

Called to ordination in 2005, Rev. Perry began seminary at the Pacific School of Religion. At the end of his middle year, he chose to change denominations and seminaries. He earned an MDiv at the Church Divinity School of the Pacific in May 2008. Rev. Perry was ordained Priest on June 13, 2009 and became an Associate Priest at Grace Church in Fairfield. After serving as Long-Term Supply Priest at Grace Church, on July 1, 2014 he became the Interim Rector and held that position until August 31, 2018. He holds an MBA from the University of Oklahoma and an MA in Pastoral Ministry from Northwest Nazarene. While an assistant professor of economics and management at the Air Force Academy, he worked on doctoral courses in finance and organizational behavior at the University of Colorado.

He is a member of the board of the Episcopal Foundation of Northern California and the Diocesan Commission on Canons and Constitution. He serves as the Squadron Commander of the Civil Air Patrol squadron at Travis AFB.

The Rev. Julie Wakelee

The Rev. Julia (Julie) Wakelee is a native of Ventura, Ca., and, other than five exciting years in Washington, D.C., has lived all her life in various corners of this beautiful state.

Ordained to the priesthood by The Rt. Rev. Chester Talton in January 2004 in the Diocese of Los Angeles, she spent four action-packed years as Associate Rector at St. Luke’s, Long Beach. Trained as an interim minister, she served Church of the Epiphany, San Carlos (Diocese of California), and then enjoyed a decade as rector at St. Alban’s, Albany, Ca. Following two decades work in non-profits and higher education, she received an M.Div. from Church Divinity School of the Pacific in 2003, and an MA in Ethics and Social Theory from the Graduate Theological Union the following year.

Julie enjoys running, swimming, gardening, watching baseball, playing board games with family and friends, knitting, hiking, most sports involving water, and visiting and serving on the board of Ring Lake Ranch, in the beautiful Wind River Valley of Wyoming
